Doctorate
The rules for admission to special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan that implement postgraduate educational programs are provided for in the order of the Minister of Internal Affairs of the Republic of Kazakhstan No. 24 dated January 13, 2016.
PhD doctoral studies accept employees of internal affairs bodies who have graduated from a scientific and pedagogical master's program and have an academic degree “Master of Legal Sciences”, practical work experience in law enforcement agencies or scientific and pedagogical experience of at least three years.
Candidates to study at special educational institutions of the Ministry of Internal Affairs submit an application to the personnel department of the Ministry of Internal Affairs, the Criminal Correctional Institution, territorial Police Departments, Departments of the penal system at their place of residence.
For doctoral studies, personnel services draw up an educational file for candidates, which contains the following documents:
- Report of the candidate for study addressed to the head of the territorial unit in any form;
- Service characteristics and certification sheet for the last period of service;
- A copy of the selection committee’s protocol on placement to study;
- Personal sheet for personnel records;
- A copy of an identity document;
- A certified copy of the master's degree diploma;
- Six photographs measuring 3x4 centimeters;
- Medical certificate form 086-U;
- A copy of the certificate of passing tests in a foreign language (English, German, French);
- List of scientific and scientific-methodological works (if available);
- Rationale for the planned dissertation research.

Acceptance of documents for admission to PhD doctoral studies is carried out from July 3 to August 3 of the current year.
Entrance exams for doctoral studies are held from August 4 to August 20, enrollment is until August 28.
