Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after. Sh. Kabylbayeva teaches educational programs of higher education in accordance with the state compulsory education standard for full-time study in the specialty “Law Enforcement” in the specializations: pre-trial investigation in the internal affairs department, operational and forensic activities of the internal affairs department (with obtaining 4 permits to conduct forensic research: fingerprint ; traceological; ballistic research;
LEARNING BENEFITS:
- Enrollment and training based on state orders. Accommodation in a comfortable dormitory, receipt of a scholarship, provision of food, clothing allowances, payment of the cost of travel by intercity road (except taxi), rail and water transport to the place of permanent residence and back during the holiday period;
- For those who have completed a full-time full-time course, the training time is equivalent to completing compulsory military service;
- Employment of graduates with the direction of service according to the distribution;
- Upon completion of training, graduates are issued a standard diploma with the qualification “Bachelor of Law Enforcement” and, by order of the Minister of Internal Affairs, are awarded the special rank of “police lieutenant”.
ADMISSION PROCEDURE:
- Persons with secondary education who have reached the age of sixteen can be enrolled in studies at law enforcement educational organizations.
- UNT is conducted on the basis of civilian educational institutions at the place of residence in the period from June 25 to July 5 of this year.
- When taking the UNT, applicants can independently choose two specialized subjects in any variation (except for the creative exam) in accordance with Appendix 5 to the UNT Rules, approved by order of the Ministry of Education and Science of the Republic of Kazakhstan dated May 2, 2017 No. 204.
- To participate in the competition, you must score at least 50 points on the UNT, including at least 5 points in each core subject.
- Documents are accepted until July 10 of the year of admission on the website of the Kostanay Academy (kpagov.kz) via the link of the online recruitment “Bachelor's degree” to receive a referral for a medical examination and complete the necessary documents.
Upon successful completion of a medical examination, special examination and UNT, candidates for study are invited to the Academy’s field training camp to participate in the competition in accordance with the certificate scores based on the UNT results, taking into account the selection results for medical, physical and psychophysiological indicators.

FAQ
To enter the Kostanay Academy, you must contact the personnel department of the Police Department or the Department of the Criminal Correctional System at your place of residence. In addition, you can contact Kostanay Academy directly and provide documents for admission through “Direct Enrollment” (https://kostacademy.edu.kz/). “Direct admission” is a procedure when a candidate for study applies for admission to the Academy online, from any region. All necessary documents are prepared in the Academy’s HR department.
Education at the Kostanay Academy is free. In addition: - free accommodation in a hostel; - receiving a scholarship: 1st year – 14,207 tenge. 2nd year – 14,207 tenge; 3rd course – 24,655 tenge; 4th year - subject to living outside the barracks - 49,311 tenge; - provision of food, clothing allowances; - free medical care; - payment of travel costs during holidays; - the period of full-time study at the Academy is equivalent to completing compulsory military service and is counted towards length of service in law enforcement agencies; - graduates are guaranteed employment upon completion of training with the assignment of the officer rank of “police lieutenant” or “lieutenant of justice” and the academic degree “bachelor”.
Training at the Kostanay Academy is carried out according to the educational program “Law Enforcement”. Upon completion of training, cadets are appointed to the following positions: Administrative activities of internal affairs bodies: - district police inspector; - local police inspector for juvenile affairs; -inspector of administrative practice; - inspector of the migration service group; - inspector of the patrol police service; - assistant district police inspector; - inspector of the Operational Control Center; - inspector for the protection of women from violence; - environmental police inspector; - Inspector for control over the circulation of civilian weapons. Criminal-executive system of internal affairs bodies: - inspector of the probation service; - head of the detachment of the department for educational and socio-psychological work among convicts; - detective of the operational department; - detective of the security department; - deputy duty assistant to the head of the institution; - inspector of the department of labor organization of convicts; - inspector of theological and rehabilitation work; - special accounting inspector.

The passing score for the UNT is 50 points. In the History of Kazakhstan, each specialized subject is at least 5 points, in mathematical literacy, reading literacy is at least 3 points. When passing the UNT in the specialty “Law Enforcement,” candidates for study can independently choose two specialized subjects in any variation (except for the creative exam).

Candidates for training undergo a medical examination at the Police Department clinic at their place of residence. Applicants entering from the Kostanay Academy through “Direct Recruitment” receive a referral for a medical examination online and are taken to their place of residence at the Police Department clinic.
After graduating from college or completing military service, candidates for study must pass the UNT and provide a certificate
The criminal record of close relatives is not an obstacle to admission to the Kostanay Academy. However, when filling out an autobiography, it is necessary to indicate this information.
When holding a competition for enrollment as cadets of the Kostanay Academy, the following have an advantage: - winners of international Olympiads and scientific project competitions in general education subjects, as well as winners of presidential, republican Olympiads and scientific project competitions. The following are included outside the competition: - children of employees who died or became disabled in the line of duty and who scored a threshold level of points; - persons who completed military service in the National Guard; - school graduates awarded the “Altyn Belgi” badge; - persons who have passed the UNT and scored more than 100 points according to its results. In the case of the same UNT certificate scores, the following have an advantage for enrollment: - orphans and children without parental care; - citizens of the Republic of Kazakhstan from among the youth who have lost or were left without parental care until adulthood; - persons who have educational documents (certificates, certificates, diplomas) with honors; - persons who have supporting documents on completion of basic education programs at cadet educational institutions, military boarding schools or additional education in military-patriotic or legal fields; - persons who have documents confirming a sports category, a prize-winning place in republican or international competitions, performing competitions, at an international, Presidential or republican Olympiad in general education subjects; - employees of internal affairs bodies, if they are receiving higher education for the first time.
