The origins of the formation and development of the educational institution

1971 This date in the history of our republic is marked by the emergence of the Kustanai interregional school for the initial training of junior and middle management of the Internal Affairs Directorate of the Kustanai Regional Executive Committee, which has been training personnel for internal affairs bodies for three decades.

The Kostanay interregional school for initial training of junior and middle management personnel was formed in accordance with the order of the Ministry of Internal Affairs of the Kazakh SSR dated November 1, 1971 No. 0278.

It is from this historical date that the modern higher departmental educational institution, the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, dates back.

At the initial stage of operation, the development line of the educational institution was developed, the priorities and directions of educational policy were determined, and experience in teaching academic disciplines was developed.

Already in the early 70s of the last century, the interregional initial training school not only provided assistance to the Kustanai City Department of Internal Affairs for the protection of public order, but also initiated the training of young friends of the police from among students of the city’s secondary schools.

One of the first documents that laid the foundations for the educational units (cycles, and later departments) of the school was the order of the head of the Kustanai interregional school “On the organization of educational cycles” dated March 28, 1972 No. 49. In accordance with this order, in order to improve the organization of initial training of police officers City Department of Internal Affairs and the night police and the specialization of the command and teaching staff at the school, three educational cycles were created: military-physical, special disciplines and scientific and technical means, communications and motorized department.

Since October 1972, controllers of pre-trial detention centers and prisons of the USSR Ministry of Internal Affairs were enrolled in the interregional school, along with police officers supported by private security funds and budget police officers, who studied for one month. Since 1973, the school began the process of retraining police officers.

By 1975, the educational activities of the educational institution had undergone significant changes. The school began not only to train, but also to retrain specialists for the internal affairs bodies of the republic. By this time, the population of students at the school had changed significantly. In accordance with the regulations of the Ministry of Internal Affairs of the Kazakh SSR, budget police officers and commanders of night police departments began to enter the interregional school for the purpose of retraining; for the purpose of initial training - police officers of transport police, private security, city district internal affairs agencies and line police departments, police officers in railway transport, inspection inspectors in air transport, commanders of departments of various ATS services, district inspectors. Not only workers from Kazakhstan, but also from Russia, Ukraine, and the Baltic countries underwent training.

On April 8, 1996, by Decree of the Government of the Republic of Kazakhstan No. 396, the Kustanai Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan was transformed into the Kustanai Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan. During this difficult period, the Kustanai Higher School was headed by Honored Worker of the Ministry of Internal Affairs of the Republic of Kazakhstan, Academician of the International Academy of Informatization, Associate Professor of Law, Major General of the Internal Service Talap Kabdenovich Kabdenov. The years of his leadership were marked by the creation and improvement of the material and technical base of the educational institution, the relocation of the school to the city, the improvement of the educational process, and the expansion of the scientific process.

On May 2, 1996, in accordance with the order of the Minister of Internal Affairs of the Republic of Kazakhstan No. 157, new departments were formed as part of the Kustanai Higher School: the department of administrative law and public order, the department of criminology and criminal law, the department of criminal procedure and criminology, the department of operational investigative activities , Department of General Legal Disciplines, Department of Social and Economic Disciplines, Department of Languages, Department of Informatics and Special Technology, Department of Military and Special Tactical Training, Department of Combat and Physical Training.

On October 25, 1996, a long-awaited event took place - on this day the educational institution was relocated from the area of the old airport to the educational buildings of the Kustanai Construction College. The leadership of the Kostanay region took the most active part in the process of relocation of the educational institution. District akims, heads of regional universities, city officials, and ordinary Kustanai residents helped the Kustanai Higher School in its arrangement and subsequent development in a new location.

The classrooms of the former construction technical school were converted into classrooms, premises were allocated for general and special libraries, a sports complex, dormitories, a bath and laundry complex, a parade ground, a canteen for students with 800 seats and other vital facilities were built, which became an integral part of the educational institution. .

The year 1997 in the history of the Kustanai Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan was marked by two major historical events.

On March 1, 1997, the Kostanay Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan was awarded the Banner of the educational institution, approved by the Decree of the President of the Republic of Kazakhstan N.A. Nazarbayev.

On July 16, 1997, the Kostanay Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan was visited by the President of the Republic of Kazakhstan Nursultan Abishevich Nazarbayev, who highly appreciated the work of the school’s teaching staff aimed at high-quality training of highly qualified specialists for the country’s internal affairs bodies. In the Book of Honored Guests, the President of the country left a memorable historical entry: “I wish the employees and students of the Kostanay Higher Police School to serve the Fatherland honestly and conscientiously.”

On April 20, 1998, by Decree of the Government of the Republic of Kazakhstan No. 348 “On educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan,” the Kostanay Higher School of the Ministry of Internal Affairs of the Republic of Kazakhstan was transformed into the Kostanay Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan.

Since 2004, a new stage in the life of the university began, its jurisdiction and the process of training personnel for law enforcement agencies of the republic changed.

In order to further improve the training of specialists for the penal system, by Decree of the Government of the Republic of Kazakhstan dated July 30, 2004 No. 806, the Kostanay Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan was transferred from the jurisdiction of the Ministry of Internal Affairs to the jurisdiction of the Committee of the penal system of the Ministry of Justice of the Republic of Kazakhstan. Since 2004, the training of specialists has been carried out in the following specialties: “Law Enforcement”, “Jurisprudence”, “Pedagogy and Psychology” in full-time and part-time forms of study at the expense of the state budget, with graduates being awarded the special rank of “Lieutenant of Justice” and the academic degree “Bachelor”.

The first years of the formation of the educational institution under the jurisdiction of the new department were associated with the name of Doctor of Law, Professor Colonel of Justice Dulat Slambekovich Chukmaitov, an authoritative scientist in the field of criminal enforcement law, who had extensive experience in practical work in law enforcement agencies of the Republic of Kazakhstan. The years of his leadership were full of historical events and significant changes in the life of the university. He managed to adapt the university to new realities, the specifics and content of criminal policy and the penal system of Kazakhstan; expand the horizons of scientific relations of the educational institution with universities near and far abroad, research institutes and international organizations; bring the university into a new orbit, give it impetus for further successful development.

Since 2005, the Kostanay Law Institute began to fully accept students for the penal system. In the same year, with the support of the Ministry of Justice, the institute received a license to train students in the specialty “Pedagogy and Psychology”.

With the direct participation of Colonel of Justice D.S. Chukmaitov. On January 10, 2008, by Decree of the Government of the Republic of Kazakhstan No. 5, the Kostanay Law Institute was transformed into the Academy of the Committee of the Criminal Executive System of the Ministry of Justice of the Republic of Kazakhstan.

On the scale of international cooperation in the field of education and training for the penal systems of the CIS countries, for the first time in 2009, 10 citizens from the Republic of Tajikistan entered the Academy.

From July 2010 to November 2011, the Academy was headed by Doctor of Law, Professor Colonel of Justice Ukanov Kazbek Shaipanovich. Under his leadership, the material and technical base of the educational institution improved, the external form and content of the Academy were transformed, and the educational process rose to a new qualitative level.

In accordance with the Decree of the Government of the Republic of Kazakhstan dated August 2, 2011 No. 900, the Academy of the Criminal Procedure Code of the Ministry of Justice of the Republic of Kazakhstan was transformed into the Academy of the Criminal Procedure Code of the Ministry of Internal Affairs of the Republic of Kazakhstan.

In accordance with the order of the Ministry of Internal Affairs of the Republic of Kazakhstan No. 716 dated December 29, 2012, the Academy of the Committee of the Criminal Executive System of the Ministry of Internal Affairs of the Republic of Kazakhstan was renamed the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan.

With the direct participation of Major General of Police Mirlan Akhmedievich Kyzylov, by Decree of the Government of the Republic of Kazakhstan dated December 09, 2014 No. 1287, the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan was given the honorary name of Lieutenant General of the Internal Service Kabylbayev Shrakbek Kabylbayevich. Currently, the Academy is called the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev.
